PhD Candidate: Conflict of Interest in the Public Sector Basel Institute on Governance

Job profile “PhD candidate in law – Conflict of Interest in the Public Sector”

Background
The Basel Institute on Governance is an independent and non-profit think tank conducting research and offering policy advice
and capacity building support in public, global and corporate governance/compliance. Through the International Centre for
Asset Recovery, it further provides training and advisory services in the field of asset recovery. On grounds of its academic
research, the Institute provides assistance to developing countries and countries in transition in the assessment and
implementation of public sector reforms, particularly with regard to their anti-corruption legislation and institutions. In May
2010, the Institute hosted an interdisciplinary conference on conflict of interest, the findings of which will shortly be published
in a book by Cambridge University Press. Currently, the Institute’s public sector governance department is working on a
number of international projects entailing in-depth analyses of conflict of interest regulation in transitional and low-income
countries.

PhD topic
Conflict of interest becoming a subject of growing interest at the national and international level, the PhD candidate will write
his/her doctoral thesis on adequate regulation of conflict of interest with a focus on countries in the Middle East and North
Africa (MENA) region. More specifically, the candidate will examine different types and instruments of regulation to control
conflict of interest in the public sector and mechanisms to effectively implement and enforce regulation in industrialised and
developing countries. On the basis of the research conducted, the candidate will identify solutions for the development and
enforcement of conflict of interest regulation that take into account the cultural context, as well as strengths and weaknesses
of the respective governance systems.

Academic supervision and practical guidance
Professor Dr. iur. Anne Peters L.L.M (Harvard), Vice-President of the Board of the Institute and Professor of Public
International Law at the University of Basel, will be the academic supervisor, assisting the candidate with selecting a specific
topic and with the writing process. Practical guidance will be provided by a tutor at the Institute, where the candidate’s work
station will be located. This, in turn, will enable the candidate to gain valuable practical insights and to benefit from exchanges
with an interdisciplinary team of practitioners at the Institute.
Work conditions and remuneration
The candidate will be expected to dedicate 50% of his/her work hours to the dissertation and to contribute, during the
remaining 50 %, to the Institute’s practical work and projects, carried out in collaboration with various donor organisations
(OECD, WB, UNDP, SDC, DFID, GIZ among others). The contributions to practical work will focus, to the extent possible, on
projects in the MENA region and conflict of interest to allow for synergies. The Institute will ensure an adequate remuneration
of the candidate commensurate with his/her experience for an expected duration of 3 years (approximately 3’000 CHF per
month).

Requirements
- Graduate degree in law and compliance with the requirements of the Faculty of Law of the University of Basel
regarding doctoral studies.
- Additional graduate or undergraduate degrees in political science, sociology or economics would be an advantage.
- Work experience (2- 5 years) in the field of public sector governance is desired, especially in the MENA region.
- Strong interpersonal competence and ability to work in different cultural contexts.
- Demonstrated interest in and ability to conduct independent research and analysis.
- Fluency in English is required. Working knowledge of Arabic and French is desirable.

work. Incomplete applications or late submissions will not be considered. Only short-listed candidates will be contacted.

Rhodes University’s Sol Plaatje Institute (SPI) invites applications for postgraduate scholarships from southern African women media leaders who wish to study media management and leadership at the SPI in 2012. The scholarships are sponsored by the Open Society Initiative for Southern Africa (OSISA) and they are for women media leaders in OSISA’s 10 Southern African countries of Angola, Botswana, the Democratic Republic of Congo, Lesotho, Malawi, Mozambique, Namibia, Swaziland, Zambia and Zimbabwe. The PDMM is a one-year, fulltime programme designed to provide people working in the media industry with critical skills and knowledge they need to perform more effectively and strategically in their organisations and to fast-track their careers to management positions.

The PDMM is equivalent to an honours degree — it is pegged at Level 8 on the National Qualifications Framework set by South Africa’s qualifications-setting agency SAQA — and combines rigorous theoretical and practical grounding.

The diploma is composed of eight compulsory modules covering media economics and financial management; media markets, audiences and advertising; managing media content; managing circulation and distribution; media management and leadership; media management contexts, policy and institutions; new media and convergence; and human resources management.

Application details and procedures:

Successful applicants will be required on completion of the PDMM to return to their employers in their home countries to work there for a period of at least a year in partial fulfilment of having been granted the scholarship. Applicants should ideally have completed an undergraduate degree from a recognised university. Experienced media practitioners with diplomas in journalism or mass communication studies will also be considered.

Prospective applicants should:

  • Complete the Rhodes University’s standard Honours Application form and the New Student form found at www.spiml.co.za under the Courses section or at the main Rhodes University website at www.ru.ac.za under Applying section, Postgraduate Studies. Alternatively, they can request these application forms from the SPI, telephone no: +27-46-603-8851.
  • Submit a detailed Curriculum Vitae, including contact details
  • Submit a certified academic transcript for their highest qualification; and
  • Submit a 1000-word letter of motivation, which explains why the student is interested in doing the PDMM, how the PDMM will assist the student’s career and why the student believes she/he qualifies for the OSISA scholarship.

CV, academic transcript and letter of motivation may be submitted by email to Linda Snam at l.snam[at]ru.ac.za or faxed to her at +27-46-622-9591, clearly indicating which scholarship the students is applying for.

  1. What you published made a great deal of sense.
However, think about this, what if you were
to create a killer headline? I mean, I don’t wish to tell you how to run your website, but what if you added a title that grabbed folk’s attention?
I mean Scholarships | Uganda Muslim Brothers and Sisters(UMBS) Marhaban مرحبا is kinda vanilla.

You might peek at Yahoo’s home page and note how they write post titles to grab people to click. You might add a related video or a related pic or two to grab readers excited about everything’ve
written. Just my opinion, it would bring your posts a little bit more interesting.

  2. Spot on with this write-up, I seriously believe this site needs far more attention.
I’ll probably be back again to read through more, thanks for the information!
